Questcor will have approximately 200 employees by the end of 2011, assuming that all 25 of our current open positions are filled. 120 of employees are involved directly in field sales (Acthar representatives and their managers) and about 80 employees are professionals in R&D, pharmaceutical operations, marketing, other commercial functions, medical affairs, management, finance, HR and IT. Most of these non-sales employees have advanced degrees.
Currently the Human Resources function is located in Hayward, California. This department has two employees who are responsible for coordinating the recruitment of all employees, administering human resource programs, and coordinating all employee relations functions. HR currently reports to the Sr. VP of Pharmaceutical Operations.
As Questcor prepares for further growth, we have determined that we need a Vice President of Human Resources to lead this department.
The Position
Questcor is recruiting for the new position of Vice President of Human Resources. This new position will lead all aspects of the Human Resources function as well as be a critical member of the senior management team of the company.

Required Leadership and Skill Sets
Function as a proactive business partner for to all key leaders of the business while maintaining the current processes.
Ability to work with other strong company leaders and develop good working relationships with those leaders
Establish developmental programs to enhance the skills of our current employees anticipating future roles
Identify human resource gaps and develop strategies to fill gaps
Work with CEO and Senior Management to establish equitable compensation programs for all levels of the Company. Ensure that our compensation, employee benefits and culture are attractive and competitive to attract and retain high-performing employees.
Lead the recruiting effort including working with outside recruiters from the pharmaceutical industry.
Become a trusted partner for the CEO, Board of Directors, and Senior Management team in all employee related activities including succession planning
Become a valued partner to CEO and Senior Management team on general business strategies outside the human resource area
Maintain the company’s excellent track record of HR administration and compliance with employment law and current regulations

The current HR team is responsible for the following activities:
- Managing Benefit programs; Handling 401(k), Employee Stock Purchase Program and Employee Stock Option programs
- Managing Workers Compensation and Safety programs
- Leave Of Absence administration
- Employee Handbook. Ensure the Company is compliant with employment and labor regulations in various local and state jurisdictions as well as federal.
- Recruitment activities; working knowledge of immigration rules and visa processing
- Compensation & Benefits surveys - ensure that the Company remains competitive to industry norms and peer-group companies.
- Analysis and preparation of executive, employee and outside director compensation programs as well as the Bonus program
- Managing the Annual Performance Appraisal process, merit increases, promotions, adjustments, etc.
- Developing annual human resources budget and manage expenses to budget
- Assisting Board of Director compensation committee by conducting special projects dealing with executive compensation packages and peer comparisons, relocations, bonus programs, and equity guidelines.
- Working effectively across department lines to assist departments in complying with internal controls as required by the Sarbanes-Oxley Act
Education/Experience
- 15+ years of HR experience with the last 5 years as the Executive Head of HR in a 200 – 500 employee company preferably in the pharmaceutical industry
- Demonstrated experience in growing a company to 500+ employees
- Proven skills in Organizational Development, Change Management and Succession Planning
- Strong background in Recruitment
- Current experience working directly with Sales & Marketing personnel at all levels
- In depth knowledge of equity programs including NQ, ISO, Restricted stock and ESPP.
- Experienced in recruiting and working with recruiters in the pharmaceutical industry. Demonstrated ability to attract top talent to the company
- BA/BS degree required with advanced degree (preferably MBA) highly desirable
The successful candidate can have their principal location in either the Hayward or Anaheim facility. They will have a secondary location in whichever location is not their primary location. That is, it is envisioned that the VP of HR will spend a significant amount of time in both locations, as well as some amount of time at the Baltimore, MD facility.
